Climate Emergency Planning Policy Statement - consultation

The Council has opened a consultation on its Climate Emergency Planning Policy Statement. The statement resources package includes: - A climate emergency checklist for submitting and assessing planning applications - Best practice guidance for achieving net zero carbon homes - A calculator for comparing the costs and benefits of different ‘low carbon’ standards for new homes. The public consultation runs from Monday 24th October to Friday 16th December 2022 and we are keen to hear your views! A new Planning Policy Statement has been prepared and is now out for consultation. The draft Planning Policy Statement aims to help new developments in the district to meet green credentials in relation to climate change mitigation and adaption, and support our move towards a net zero carbon future.

The Planning Policy Statement package includes 3 key resources:

  • Net Zero Carbon Toolkit. Best practice guidance for achieving net zero buildings.
  • Mid Devon's Net Zero Housing Assessment Tool. A free calculator for comparing the costs and benefits of ‘low carbon’ standards for new homes. 
  • A new planning applications checklist to help evaluate how proposals address the climate emergency and interlinked environmental issues.

 

The draft Planning Policy Statement follows the Council’s adoption of the Devon Climate Change Declaration and the Mid Devon Climate Strategy 2020-2024. It will support relevant policies in the adopted Mid Devon Local Plan and introduce interim measures while we are preparing ‘Plan Mid Devon’ which will be a new Local Plan for the district. 

It will apply to all planning applications for the development and use of land and buildings in Mid Devon, except those within the Dartmoor National Park or that are subject to ‘permitted development rights’ where there is no need to apply for planning permission. The checklist can be used to help guide the preparation of planning applications submitted to the Council for determination and also help inform the decisions made on these. It will help underline that tackling climate change is an important material consideration in the planning process.

Opportunity to comment

A public consultation will run from Monday 24th October to Friday 16th December 2022 and we are keen to hear your views. All comments received within the consultation period will be carefully considered to help us finalise the Planning Policy Statement before it is adopted by the Council.

Printed copies of the consultation documents will available to view at our Council Offices in Tiverton (Phoenix House, Phoenix Lane, EX16 6PP) or at libraries within Mid Devon during normal opening hours during the consultation period.

Comments on the Non-Statutory Interim Climate Change Planning Policy Statement must be sent to us by Friday 16th December 2022. We encourage you to do this by completing the online survey below:
